- Announcement of technology development support projects for small and medium-sized venture companies in the second half of the year ('20.6.24~7.31) -


The Ministry of SMEs and Startups (Minister Park Young-sun, hereinafter referred to as the Ministry of SMEs and Startups) announced that it will recruit new tasks from June 24 to July 31 to support small and medium-sized venture companies in the second half, including technological innovation, the Ministry of SMEs and Startups.

 

The Ministry of SMEs and Startups will support a total of 1,643 new tasks for 11 R&D projects, including technological innovation and start-up growth, worth a total of 180 billion won in the second half of 2020. <Reference 1>


Materials, parts, equipment, and promising technologies.

Until now, the Ministry of SMEs and Startups has served as a stepping stone for small and medium-sized companies to overcome the crisis in response to Japan's export regulations and COVID-19 through technology development support for quarantine products such as materials, parts, and equipment and in vitro diagnostic devices.

In the second half of 2020, 26 billion won in materials, parts, and equipment, 20.3 billion won in BIG3 (biohealth, future automobiles, system semiconductors) such as biohealth, and 7.5 billion won in AI will be provided.


Supporting the technological innovation ecosystem.

In response to the recent COVID-19 crisis, major developed countries are intensively supporting candidate material analysis and simulation using their own supercomputers to quickly develop COVID-19 treatments and vaccines.

The Ministry of SMEs and Startups will also cooperate with the Korea Institute of Science and Technology Information (KISTI) to support technology development of small and medium-sized venture companies in new industries using Nurion, the highest supercomputer possessed in Korea.

Promising small and medium-sized ventures discovered by KISTI will be exempted from R&D written evaluation, while KISTI plans to support technology development such as treatments and vaccines by exempting supercomputer fees and supporting customized use through experts.

It will also support a new "preliminary gazelle-type technology development project" that supports R&D by discovering promising items for candidate companies with high growth potential.

* Companies that have grown more than 10% in sales for 3 consecutive years.

Planning support projects to support technology development planning, such as technology and market analysis, technology development and commercialization strategies, and customized technology partner projects that directly support corporate difficulties.


Diversification of R&D support methods.

The Ministry of SMEs and Startups is planning to establish "investment-type R&D" and "post payment-type R&D," which diversify support methods to promote the development of challenging and innovative technologies and reflect various demands of R&D participating companies. (Separately announced on July 2nd week)

First of all, in order to support the development of bold and challenging technologies in fields such as materials, parts, equipment, and untact, it will newly support R&D through investment methods, away from simple contributions and auxiliary methods.

The government will invest up to twice as much as 3 billion won in post-matching investments in companies selected and pre-invested by private VCs, while call options will also be given up to 60% of the government's investment stake in performance-excellent companies.

In deferred R&D, companies will pre-inject part of their R&D resources to proceed with technology development and receive the remaining contributions from the government after a successful decision. Depending on the commercialization performance created through deferred R&D, additional incentives will be provided linking technology fee reduction, follow-up commercialization funds, and R&D support.

* 25% of contributions are paid in advance, and the balance is paid after success is determined.


Continuing to ease corporate R&D burden.


The same measures are applied to support projects in the second half of the year to ease the financial burden on small and medium-sized venture companies suffering from COVID-19 and medium-sized venture companies suffering from COVID-19, will be applied to support projects in the second half.

Small and medium-sized venture companies participating in technology development projects in the second half of the year can be applied by lowering the private burden ratio from 35% to 20%* and the cash burden ratio from 60% to 10%.

* The start-up growth technology development project is further eased to 10%.

In particular, we will reflect various R&D demands at the site and improve commercialization performance.
